Valenzuela City Declares Street Gang Members Persona Non Grata
Valenzuela City Mayor Weslie “Wes” Gatchalian has taken a firm stand against youth gangs by declaring all known street gang members as persona non grata. This bold move reinforces the city government’s commitment to combat the rising street gang violence affecting local communities.
During a press briefing held at Dalandanan National High School on June 16, the mayor introduced City Ordinance No. 1262, Series of 2025. The ordinance bans the formation and operation of street gangs, recruitment of minors, and any gang activities that threaten public safety and peace.
“Bawal ang street gangs sa Valenzuela. Hindi natin papayagan ang mga grupong ito na sirain ang kinabukasan ng ating mga kabataan,” Gatchalian firmly stated, emphasizing the city’s zero-tolerance policy against these groups.
Addressing the Crisis of Gang Recruitment in Schools
The mayor expressed serious concern over the alarming presence of gangs within schools. Reports suggest that 60 to 70 percent of schools in Valenzuela have experienced gang recruitment efforts. This situation has reached crisis levels, demanding urgent and coordinated response.
In response, the city council approved Resolution No. 3467, which formally labels gang members as persona non grata. This legal declaration sends a strong message that the city will not tolerate gang-related activities.
Multi-Sectoral Approach to Combat Gang Violence
To effectively dismantle gang operations, local authorities are deploying a multi-sectoral strategy. This approach involves parents, teachers, barangay officials, and law enforcement working together to identify and prevent gang-related crimes.
Residents are urged to report any suspicious gang activity through the designated hotline of the Task Force on Fraternities and Gangs Intervention and Prevention (TAFFGIP). Active community involvement is crucial to maintaining a safe environment.
“Sa Valenzuela, hindi natin palalagpasin ang gang violence. Sama-sama nating itatayo ang isang ligtas at maayos na komunidad para sa lahat,” the mayor added, calling for united action.
Support from Local Authorities
The event saw the participation of key officials, including Northern Police District Director Brig. Gen. Josefino Ligan, Valenzuela City Police Community Affairs Chief Maj. Randy Llanderal, TAFFGIP Action Officer and Councilor Ghogo Deato Lee, and Schools Division Office Superintendent Noel Bagano. Their presence underscored the government’s collective resolve.
With these measures, Valenzuela City aims to restore peace and safeguard the future of its youth by eradicating gang influence from the streets and schools.
