The Valenzuela City government has introduced the Val-ID digital portal as part of its efforts to fight identity fraud and improve services for senior citizens and persons with disabilities (PWDs). This new Val-ID digital portal allows establishments to verify the authenticity of senior and PWD identification cards quickly and efficiently.
The portal, accessible via desktop and mobile devices at https://valid.valenzuela.gov.ph/, enables stores and other businesses to scan and confirm IDs against the city’s official online database. This system works hand-in-hand with recently redesigned official ID cards featuring holographic seals and enhanced security measures, making them more difficult to counterfeit.
How the Val-ID Digital Portal Enhances Security
This initiative aims to safeguard the benefits of genuine cardholders while protecting establishments from accepting fake or altered IDs. Local regulations require businesses to confiscate any suspicious IDs and report them to the City Social Welfare and Development Office (CSWDO) within three business days, including detailed information about the incident.
Under Ordinance No. 1231, Series of 2024, establishments that fail to comply risk penalties, reinforcing the city’s commitment to maintaining ID integrity. Authorities also warn the public that using fake IDs can lead to administrative or criminal charges, emphasizing the seriousness of identity fraud.

Officials have assured residents that the Val-ID digital portal complies with the Data Privacy Act. Only authorized personnel can access and verify the information, ensuring users’ personal data remains protected.
