Valenzuela City Mayor Stands Firm Against Police Abuse
Valenzuela City Mayor Weslie “Wes” Gatchalian firmly reiterated his commitment to ending abusive behavior among law enforcers on Tuesday, June 10. This statement follows the dismissal of two Manila police officers involved in an assault case against a Valenzuela traffic enforcer in 2024. The mayor emphasized that the Valenzuela city government does not tolerate misconduct among those tasked with public safety.
The Valenzuela People’s Law Enforcement Board (PLEB) ordered the dismissal of two Manila police officers for Conduct Unbecoming of a Police Officer. The incident took place on February 27, involving PSSg Ernesto Camacho Jr. and PSSg Robert Masong Cabudoy Jr. from the Manila Police District. Both officers were found administratively liable following a thorough investigation.
Legal Actions Against the Officers
In addition to administrative dismissal, the Metropolitan Trial Court convicted the officers of Grave Threats and Physical Injury under Republic Act No. 10951. Camacho was sentenced to up to 20 days in jail and ordered to pay P5,000 in moral damages. Cabudoy received a sentence of up to four months and was ordered to pay P10,000 in damages. These rulings demonstrate a strict stance against abuse within the police force.
Mayor Gatchalian’s Message to Valenzuela Residents
During a press conference, Mayor Gatchalian praised the collaborative efforts of all entities involved, especially the leadership of the Manila Police District. Their cooperation hastened the resolution of this troubling case. The mayor assured the public that abusive officers have no place in Valenzuela City.
“Dito sa Valenzuela, hindi natin tino-tolerate ang mga bastos at siga. Dito sa Valenzuela, mahal ko ang mga kawani natin sa city hall,” he said. He added, “Bilang ama ng lungsod at kayo ang aking anak, ipagtatanggol ko kayo hanggang sa dulo.” His words reflect his dedication to protecting the dignity and safety of city employees and residents alike.
Details of the Assault Incident
The victim, Ronaldo David, 42, a traffic enforcer from Valenzuela’s Traffic Management Office, described the assault that occurred around 4 a.m. on July 14, 2024, along M.H. Del Pilar in Barangay Mabolo. David had observed two men on a motorcycle violating traffic rules by not wearing helmets and only wearing slippers. Before he could approach them, the men, later identified as MPD officers from Delpan Police Station 12, blocked his path and allegedly assaulted him.
Community and Official Support for Justice
The press conference also included PLEB Chairperson Councilor Ricar Enriquez, Valenzuela City Transportation Office Head Jose Valenzuela, National Police Commission Consultant Atty. Monina Cayayab, and Vice Chairperson Atty. Rafael Vicente Calinisan. Each expressed support for upholding justice and maintaining peace within the community.
As of now, the Valenzuela city government has not received any official statements from the dismissed officers. The incident has sparked discussions about accountability and respect for public servants.
