VP Sara Duterte Advocates for LGBTQIA+ Rights Bills

MANILA, Philippines — Vice President Sara Duterte strongly urged the passage of two crucial bills aimed at protecting the rights of the LGBTQIA+ community in the Philippines. She emphasized the importance of enacting these laws to safeguard equality and prevent discrimination nationwide.

During an event hosted by the Office of the Vice President (OVP), Duterte highlighted Senate Bill No. 2766, known as the Comprehensive Anti-Discrimination Act, and Senate Bill No. 449, or the Civil Union Act. She said these measures reflect the urgent need to uphold the rights of all Filipinos, regardless of their sexual orientation or gender identity.

Legal Review Supports LGBTQIA+ Rights Bills

According to local sources, these bills were filed by allies in the Senate, including Senators Robin Padilla and Imee Marcos. Duterte said, “This is a universal human obligation, and it is time we enshrine it into national law.”

When asked about her stance on other proposals, particularly the Sexual Orientation and Gender Identity Expression and Sex Characteristics (SOGIESC) Equality Bill, she chose not to comment directly. Instead, she noted that the bills she mentioned had undergone thorough legal review by her team and were deemed ready for support and enactment.

“So these are what we saw during our legal review that are ready and ripe to be supported and passed,” Duterte explained in a media interview.

Context on the SOGIESC Equality Bill

The SOGIESC Equality Bill, which explicitly addresses discrimination based on sexual orientation, gender identity, and expression, was authored and championed by Senator Risa Hontiveros. However, Duterte’s focus remains on the two bills her legal experts have vetted.

Call for a National LGBTQIA+ Commission

Beyond legislation, Duterte also called for the establishment of a National LGBTQIA+ Commission. She described it as a vital body that would coordinate government efforts, develop evidence-based policies, and implement empowerment programs—especially targeting vulnerable groups like LGBTQIA+ youth.

“While an Inter-Agency Committee led by the DSWD exists, a dedicated Commission is crucial for holistic, nationwide inclusion,” she said, underscoring the need for a specialized agency that can address the community’s unique concerns comprehensively.

Local leaders noted that such a commission would strengthen the government’s capacity to promote equality and protect human rights effectively.
