Vince Dizon Assumes DPWH Leadership Confidently
Public Works Secretary Vince Dizon expressed strong confidence on Monday that the projects he initiated at the Department of Transportation (DOTr) will continue without neglect under the agency’s new leadership. This assurance comes as Dizon officially took over as head of the Department of Public Works and Highways (DPWH), succeeding Manuel Bonoan, who resigned due to command responsibility.
“I leave with a very heavy heart, I admit it,” Dizon said in Filipino. “First of all, the DOTr has become very dear to me. In just the six months that I was there, it grew close to my heart because I saw the potential of a department that can truly do good for our fellow citizens.” Community members noted his deep attachment to the agency and his dedication to its mission.
Confidence in DOTr’s Acting Leadership
Despite his departure, Dizon remains positive about the future of DOTr. He expressed trust in the appointment of Transportation Undersecretary for Administration, Finance, and Procurement Atty. Giovanni Lopez as acting secretary. Dizon emphasized that the department’s workforce—undersecretaries and assistant secretaries—will remain intact, ensuring continuity of ongoing projects.
“Malungkot po ako at mabigat sa kalooban ko, pero kampante po ako dahil po nandiyan po si Acting Secretary Giovanni Lopez at nandiyan din po—wala pong magbabago sa mga kawani ng DOTr—ang mga usecs [undersecretaries] po, ang mga asecs [assistant secretaries], nandiyan po dahil po ang dami po talagang kailangang gawin at madaming-madami pa ang kailangang tapusin at kailangang ayusin,” he said. Officials reported that this stability is vital given the department’s extensive workload and pending tasks.
Leadership Change Amid Ongoing Investigations
Dizon’s assumption of the DPWH leadership occurs amid government investigations into alleged anomalies in flood-control projects nationwide. Local leaders remarked that this transition is critical for restoring public trust and ensuring project integrity within DPWH.
Presidential Endorsement of Vince Dizon’s Appointment
Earlier in the day, President Ferdinand R. Marcos Jr. explained that he chose Dizon for the DPWH post because of the “very good job” he performed at DOTr. The president highlighted Dizon’s familiarity with DPWH operations as a key factor in the appointment.
“So he can now leave and go to public works, as he is also familiar with the workings of the Department of Public Works and Highways,” the president said during an interview in Pasay City. Sources said this move aligns with the administration’s goal to leverage experienced leaders in crucial government roles.
Vince Dizon’s Extensive Government Service
Dizon has devoted 26 years to public service, holding significant positions such as president of the Bases Conversion and Development Authority, chief of staff to the late Senate President Edgardo J. Angara, and presidential adviser and deputy chief implementer for the COVID-19 response.
He is also a recipient of the Order of Lakandula with the rank of Bayani, one of the country’s highest civilian honors, recognizing his contributions to the Build Build Build infrastructure program and pandemic response efforts. Officials noted his track record as a testament to his capability to lead DPWH effectively.
