Vote-rich provinces lead in 2025 elections
In the 2025 mid-term elections, Cebu stands out as the most vote-rich province, while Quezon City tops the list among cities. These vote-rich provinces and cities show where the largest number of registered voters are concentrated.
Data reveals that Cebu is the only province with over three million registered voters, totaling 3,407,780. Following Cebu, five provinces have more than two million voters each: Cavite with 2,447,362, Bulacan with 2,173,026, Pangasinan with 2,156,306, Laguna with 2,140,124, and Negros Occidental with 2,001,732 voters.
Other provinces rounding out the top ten vote-rich provinces include Batangas with 1,958,794 voters, Pampanga with 1,674,789, Rizal with 1,671,643, and Iloilo with 1,649,730 registered voters.

Among cities, Quezon City leads with 1,454,411 registered voters. Manila follows with 1,142,174, and Davao City comes next with 1,006,592 voters. Completing the top five are Caloocan with 765,249 voters and Cebu City with 721,479.

The CALABARZON region claims the title of the Philippines’ most vote-rich region, boasting a total of 9,714,079 voters. This number represents 14.20% of the country’s total registered voters. Central Luzon and the National Capital Region follow closely with 7,699,404 and 7,563,520 voters, respectively.
Also among the top five vote-rich regions are Central Visayas and Bicol, each with over four million voters.
