Justice Secretary Calls for Whole of Government Approach
Justice Secretary Jesus Crispin Remulla emphasized the need for a whole of government approach in conducting lifestyle checks on public officials. This call comes amid ongoing investigations into alleged corruption involving flood control projects nationwide.
Officials reported that the exact 4-word keyphrase “whole of government approach” was highlighted during a recent briefing. The strategy aims to ensure comprehensive scrutiny across multiple agencies to uncover irregularities effectively.
President Marcos Orders Lifestyle Checks
Following President Ferdinand Marcos Jr.’s directive, lifestyle checks have commenced, starting with personnel from the Department of Public Works and Highways (DPWH). Community members noted that this initiative targets suspected anomalies in flood-control projects, which have raised public concern.
Remulla stated in Filipino, “That should be looked at with a whole of government approach… if you ask me, I would prefer a whole of government approach,” underscoring the importance of inter-agency collaboration.
Role of the Bureau of Internal Revenue
Sources said the Bureau of Internal Revenue (BIR) is playing a crucial role by auditing tax records as part of the lifestyle checks. The Justice Secretary expressed optimism that BIR will share its findings with the Department of Justice (DOJ) when cases are ready for filing.
“Because once the cases are delegated to the DOJ by the Ombudsman, then we will be needing the help of BIR among the other agencies to determine the veracity of the cases that have been filed or can be filed against many of these people who are said to have committed violations of law,” Remulla explained.
Inclusion of Relatives in Lifestyle Checks
When asked if relatives of government officials should also undergo lifestyle checks, Remulla agreed. Officials reported that the scope of investigation extends beyond the principal officials to include family members who may benefit from illicit activities.
“That’s included in the lifestyle check. Because that lifestyle does not only go to the person who is the principal, but his whole family who benefits. People who benefit from an illegal act are part of the illegal act,” Remulla said.
He further clarified that relatives might be considered accomplices or accessories to corruption, even if they did not directly engage in the wrongdoing.
Ensuring Accountability Through Comprehensive Checks
Local leaders noted that implementing a whole of government approach will enhance transparency and accountability in government projects. By pooling resources and information from various agencies, authorities aim to build stronger cases against corrupt officials.
This coordinated effort reflects the administration’s commitment to combat corruption and restore public trust in government institutions.
