Clarifying the Zero Billing Policy in DOH Hospitals
The Department of Health (DOH) recently confirmed that Filipinos do not need to fulfill any additional requirements to benefit from the zero billing policy in 87 DOH-run hospitals nationwide. This zero billing policy guarantees that eligible patients can access health services without out-of-pocket expenses.
According to sources, the Philippine Health Insurance Corporation (PhilHealth) does not require extra documents for patients to avail themselves of the zero billing policy, also known as the No Balance Billing (NBB) program, at any DOH hospital. This reassurance aims to remove confusion and encourage Filipinos to seek medical assistance when needed without fear of financial barriers.
“Walang anumang interview na kinakailangan dahil ang lahat ng Pilipino ay miyembro ng PhilHealth alinsunod sa Universal Health Care Law,” the DOH stated on Friday.
(There is no interview required because all Filipinos are members of PhilHealth pursuant to the Universal Health Care Law.)
Who Qualifies for Zero Billing Coverage?
As members of PhilHealth, all Filipinos—whether they can afford to pay contributions or not—are guaranteed coverage under the No Balance Billing policy when admitted to basic or ward accommodations in these hospitals. This means patients will not be charged for their hospitalization expenses within these accommodations.
“Bilang miyembro, lahat ng Pilipino—may kakayanan man o wala na magbayad ng kontribusyon—ay garantisado sa No Balance Billing kung sila ay maa-admit sa basic o ward accommodation,” the agency added.
(As members, all Filipinos—able or unable to pay contributions—are guaranteed No Balance Billing if admitted to basic or ward accommodation.)
Health officials emphasized that the policy promotes equal access to healthcare, ensuring no Filipino is denied essential treatment due to financial constraints. This initiative is part of the government’s commitment to universal health coverage and social protection.
Implementation and Public Assurance
Health Secretary Teodoro Herbosa highlighted that since May 18, the DOH has been actively implementing the zero billing policy. Patients from all walks of life can seek admission in basic or ward accommodations across the 87 DOH-managed hospitals without paying any fees.
